That'd be a good theory to put money on. Terrorizing and forcing people out of their homes seems like something right up their alley.
[only a few weeks here and riku already is not a fan of them. bad experiences with shady organizations do that to a guy.]
And I doubt these people could've put up a fight against a force like that.
