[Okay, so William has a definite point about the bad side effects, which Leon can only guess would be swift and many. Sure, that's how CERES operates. But setting that aside for a moment, that still sounds friggin' cool.

And what if there weren't? Couldn't that potentially be a useful strategy, to beat CERES at their own game?]
