[Well, Rei and Minako are currently both pretty busy with their whole fortune telling thing. And while Usagi is here to try help them out, it's inevitable at some point that they shoo her off to enjoy herself as well while she is here at the festival.
So she does. Initially enamored with the crowds and wondering what was going on, seeing the candles, the tables and....is that ice cream?! Of course she is probably just attempting to get in on this for the food and to potentially make friends. But that doesn't mean she can't enjoy this and have fun anyway. Can still appreciate everyone's presence even if Mamoru isn't here with her.
