Because pointing his blade at someone who looked just like Stahn, sounded just like Stahn--it was too familiar, and the last thing he ever could have wanted was dealing with memories of that fateful day all over again. Leon knows it was cruel to leave it to Stahn, and to make Stahn take out his own doubles.
But he's not sure he really would have been able to do so alone without being cruelly pushed to it, without having no other option, and it never would have been something he could have handled well.
