A lot of people assume it's CERES, the company that's running the city. They're generally behind all of the weird stuff that happens here but then they like to deny it. Even if it's not them, it's someone with strong ties to them. There are a lot of secrets in this place that we're still starting to learn. None of us knew about the labyrinth until a couple of months ago, but that's been there for a while.
