The store wall keeps the debris blockaded, taking the brunt of any damage before the debris was dragged further down the road on the wave of warm water. It's a backwash of water that rushes in to fill the space around them, a spray of droplets coming down like a scented summer rain overhead. Only small debris is carried along with as the water whirls and sucks back out, rising no higher than mid thigh in the thirty or so seconds before the water level drops as dramatically, settling down to just above the level of Leon's ankles.
