Rather - even if his tone hadn't been warm, the fact that he's saying things like this at all is enough for him to understand that Ciel is trying to voice comfort. It's something that he understands is true, too; it's impossible to bear every burden. It's impossible to help everyone. Sometimes, things need to be sacrificed. Priorities need to be made. Living like that is difficult, but that's what it is to be human, isn't it?
