Sit around and wait... [Why is it always sitting around and waiting? Like that is literally the worst thing. He is getting very fed up with just sitting around. And waiting.]

A proactive approach is far more desirable, despite whatever this CERES has decided. Truly, if things are as dire as you imply, remaining on guard would be best. Though even a more offensive stance would likely be an effective strategy...
