So first, let's compare notes! What did you get in yours? Mine says "Julius Vincere and Lucius Octavii are not dead. They were not murdered” signed Bellona Recreare. Which would be... quite something, if that's true.

[ ... but they're not dead? That might actually mean something, to say the least. It's possible that the death was completely staged. Or they actually "died" but came back to life. That would only mean a fake suicide. ]
Mine is signed as well and says "Regardless, those matters are irrelevant. This is the truth".
But why would they want to fake their deaths...

[ They were locked out of trying the quest again, so that was right out, but if different people were getting different bits of information... ]
We'll have to look for everyone who completed this quest and put it all together. That might explain more, because there are a few reasons why someone would want to fake their death, but I can't say for sure with only what we know. Perhaps they're trying to escape their old life and forge a new identity on some remote planet, perhaps they want to cast suspicion on the new boss, or perhaps it's just insurance fraud?

But it's strange, don't you think? I mean. . . if CERES can see everything we do, then do they want us to know this?

Just because CERES can see everything we do, doesn't mean they do see everything we do, right? The number of man hours it must take to follow all of everyone's movements all the time might be too much to handle. So somebody may be hoping they're sneaking this through one of their blind spots?
[ It's not really a satisfactory answer though. There had to be a cleaner way to do that than causing such a big ViViD event. ]
Or maybe the new management wants us to know all this? Remember the tours? Mosley was completely useless, but every group came out of it knowing a little more about how Cerealia and CERES work. If the signature is right, maybe the new boss wants us to know about all this, but then why couldn't she tell us directly, unless she's trying to sneak this by somebody else too? Like a board of directors, or something.

They've extracted memories and implanted them into other people's heads before. They can do that again.
[ Thankfully, the person who had received her memory was no longer in this world, which was somewhat of a relief, but... ]
It's possible that our current CEO isn't the one who decided to show us this, but instead someone close to her.

I'm not the type of person to go head first into the situation before taking in every bit of possible outcome. [ Which is probably unfortunate, but that's how the gears in Inaba's head works, plain and simple. ]
It's possible. Unlikely, but possible. I honestly thought that he was putting up some sort of front during the tours. Then again, people lying about their personality, their identity, the kind of person they truly are... it's not that uncommon. Of course this is just simple conjecture and I can't prove it in any way. I'm just saying that the probability that the person who gave us this note is close to the CEO, somehow. Whether or not they approve of her, on the other hand... that's a different story.

You can't just break through someone's facade that easily after all. There are a lot of possibilities, but I'm not sure we'll get anywhere with just these two notes as evidence. We'll need as many of them as possible, and people with as varied contact with the CEO and Mosley as possible too.

[ She doesn't really deal with this much in her daily life, so it's not her problem. Inaba knows full well she isn't suitable for combat, especially facing the enemy in a war. ]
I know it's not easy, though. You can't break through it easily, but seeing it is something else entirely. [ And there's another shrug, followed by a lethargic sigh. ] We'll just have to find out what the other notes say.
